The Chief Medical Examiner has ruled that the death that occurred in Newport Saturday was a homicide, according to preliminary results.

NEWPORT CITY - Change is in the wind at Turning Points, a program developed in response to community needs to provide intensive services to a population of students. Neila Decelles is replacing retiring director Rick Geisel, and plans are underway to move to larger quarters, possibly at the former Citizens Utilities building in Derby.
